QuickTel Network Operations Center (NOC)- The NOC operations staff troubleshoot and resolve network connectivity problems. Within 60 seconds of a network outage, the SNMP-based network management system detects and notifies NOC personnel, who then begin to test QuickTel components along the path of the failure. These tests are usually completed within the first ten minutes, and if the failure has not occurred within QuickTel equipment, a trouble report is immediately lodged with the digital telecommunications provider to test the circuit span and dispatch a repair crew if needed. Please see the network escalation procedure for further details. In addition to the prescribed schedule, the NOC may at any time escalate to the QuickTel Network Engineering staff. A regular on-call system ensures that a qualified network engineer is always a phone call away. Typically, Network Engineers are called when routing problems surface or when the customer's connectivity problem cannot be clearly traced to a failure in a telecommunications circuit or an equipment failure. As a matter of practice, escalation is very aggressive at the first four levels. In addition to complex problem resolution, Network Engineering provides network design, capacity planning, performance monitoring, and technical quality assurance services. Other services related to ongoing Internet network management and problem resolution provided by the QuickTel NOC and engineering staff includes:
